Enhance the Cultivation Reconciliation Journal to allow plants in Metrc but not in BC to be created in BC

If consumption has not been posted against the immature plant batch/plant batch/harvest batch – turn the cultivation line red.

Add ability to record how much material was used when spraying plants in a room (so it gets costed against the plants), Right now they have to record against a batch but they spray rooms so it’s really not practical to attempt to record spraying
